HELP IT'S A CATCH 22

I can't rate the Sound Quality, Reliability and Features, because it must be in service to do so.
I cannot correct my Billing Address because it will not allow me to edit or change the wrong address. Believe me it is frustrating when a program assumes you don't know what your billing address is.
Because of this I can't pay the small amount to receive a phone number, since I paid to keep my old number, and it is no longer available. Was told it is in a pool where anyone can draw upon the number for future use.
Sans speaking with a real live person I may have no other choice than Small Claims Court to get their attention
