Any advice on which VOIP provider to pick if we really need Reliability and good service ? it is for business needs, to run about 10 Lines but it should increase to 20 to 30 within next 12 to 24 months, Also we will be having decent usage on 1800 number will we need T 1 or 3.0 MB be a better choice ?

There's really only one game in town when you need the highest possible quality of service and survivability. One company that is the PBX maker, the ISP, and a CLEC. No voice traffic travels over the "public" internet ever.

I am biased as my firm AVADTechnologies.com specializes in Hosted Voice over IP. There are a lot of good articles on this site that discuss this very topic.
Both types provide the same functionality, with Hosted you will not be responsible for purchasing, maintaining or managing the system. Premise VoIP allows much greater customization of apps that run along side the system (these are apps that you will have to either develop your self or purchase). A Hosted solution makes it easier and cheaper to add remote locations.
