VOIP over satellite, recommendations wanted

Request for quotation, or suggestions: Need an emergency standby phone system, served by VOIP over geostationary (very small aperture) satellite. The location is fixed, in Big Sur, California, 93920. This satellite VOIP phone will be used only if the regular land line telephone fails. Not wanted: LEO phones, such as Iridium, Globalstar, etc. Specifications, see below.
