When looking for a provider, be careful to research whether or not the provider includes taxes, 911 service charges, regulatory fees, etc. in their monthly fee. Some providers on here do that, I know.

However, the general practice seems to be the omission of such a note. Usually you can find information about such fees within the providers' Terms and Conditions.

I'd suggest going a step further and calling the provider and speaking with them in person; and maybe two or three times at that, just to make sure.

This is really good advice. Sometimes, these rate charges/changes are innocuous--the provider simply forgets to update that section of their website. Other times, no so much. Vonage's 30-day money back "guarantee" is a great example of this.
