broadband card for connection?

hi i live in the country and we are thinking about switching to a broadband card for our internet access seeing that we can't get cable or dsl. to save $ we were hoping to to voip but so far the 3 companies i have called all say that they can't do it or advise against it due to poor phone quality. anyone know if we can do this w/a reputable, good value voip co.? thanks.
