I am now looking for voip solutions. And found information about Voip sdk.
According to their website www.voipsipsdk.com
Voip sdk is based on IETF standards (SIP, STUN, etc.), so it should be compatible with other standard based products such as Asterisk, OpenSER other.

They have all features I need:

Hi, I think to see which ones offer that, just do a search after selecting the "Keep Your Number" feature. That will bring up local number portability of landline numbers, at least. Maybe someone else knows more about porting cell numbers?

My first objective is to find the least expensive VOIP service to which I can port my landline and/or cell numbers. (I am not sure which at this point and was just gathering info on the constraints.) Aside from the ability to port in and port out (if I later want to change service), I want 1) voicemail, 2) caller id, 3) to minimize monthly cost for a small number of VOIP minutes/month, and 4) to minimize equipment cost.

Jeff -- ZingoTel Basic is the least expensive plan I've found (in agreement with your table) that allows one to port a number in -- as long as it is from a landline. They told me they can't port from Cingular. I was wondering, though, if anyone had found an even lower-priced plan that offered portability. (There are lower priced plans; I just haven't found any that offer portability.)

Number Porting VoIP has been deregulated by the FCC, so please be careful when choosing a VOIP provider. Landline and cell phone providers are not required by law to give up your (their) number to a VOIP company, which is done by releasing your current number into a “Porting Pool”, unless the VOIP company is also a landline company. VOIP companies are not required by law to release your (their) numbers to other VOIP companies as well. Sometimes the porting can be done “manually” by your new provider, however, your new provider may not be willing to invest the time and resources to do so and will subsequently attempt to force a new number on you. They figure you will go ahead and except it and, from a financial standpoint, they don’t care about those of you who don’t accept it. . IMPORTANT: Make sure the information on your Letter of Authorization or LOA ( a porting request ) is identical to the information on your current account. If there is a miss spelling of your name or street, use the same miss spelling. ( You may want to write a note explaining the discrepancies ) Also, confirm your account number. Your numbers can’t be ported manually if your account number is incorrect. . Allow at least 1 month of overlapping services. This means you will be paying for service from 2 providers at the same time, however, it can be worth it. . Other providers, including Vonage, could not port my numbers. Vonage is good, however, in this case, not good enough. . As far as my experience and the experiences of my company: VoIP Your Life has successfully ported all five of my existing phone numbers from a very uncooperative and poor quality NetVoce. I believe VoIP Your Life’s success in this instance is due in-part to the fact that they work with RNKVoIP, who is a “fixed” or “landline” provider, giving them a little more power than others in this respect. I don’t know enough about this industry or VoIP Your Life to say VoIP Your Life will always be able to port your number(s). However, I truly appreciate the amount of work that went into this porting success and I would definitely recommend them. I hope this helps. Enjoy your VoIP, Steve Yager Yager & Associates

Below is correspondence from a Michigan official: (Notice he mentions standards) This is in response to your complaint about NetVoce.com a VoIP service provider. I am sorry to inform you that, per the Michigan Telecommunications Act 179 of 1991 as amended by Public Act 216 of 1995, and Public Act 235 of 2005, the Michigan Public Service Commission does not have authority over the rates charged or the standards for these type of services provided. The FCC has also pre-emptively deregulated VoIP services and standards.. You may have to take the company to court or file a complaint with the Federal Trade Commission or Michigan Attorney General. Hi Michael, I haven't seen much about porting a cell number still, but I did find an interesting little feature while ordering service for my parents. Have you heard of any providers that allow porting of cell numbers?

So far I've found: packet8 and Sunrocket can port from Cingular Gizmo, Sightspeed, VoiceStick can't port from cell Thanks all

Vonage says they offer a 30-day free trial. That's only if you return the equipment in before 30 days. The problem is - it usually takes 30 to 60 days to port a number. Vonage waits until after 30 days to say they won't port your number and then it's too late. They hit me up for $125.00 cancellation fee for each of 5 lines. I paid $10,000.00 to market my phone numbers and Vonage tossed them out like yesterdays garbage and wants to charge me $125.00 cancellation fee for each of 5 lines in the process. After spending a total of 18 hours on various calls to Vonage trying to correct their blunders, I ended up going to VoIP Your Life. At least they speak English and they showed a true concern for my business. Also, VoIP Your Life successfully ported my original numbers that Vonage couldn't port. Just like the commercial suggests – only stupid people stick with Vonage. Enjoy swimming with sharks and dating losers - Vonage-heads.
