The Session Initiation Protocol (SIP) is an application-layer control (signaling) protocol for creating, modifying, and terminating sessions with one or more participants. In simple terms: SIP is just a protocol that's used to setup and tear down an internet based phone call.
VoIP uses SIP for example.
Traditional setup and tear down of phone calls over a land-line is called SS7.
